ADVOCACY

Pandemic and All-Hazards Preparedness and Advancing Innovation Act of 2018

The Senate is expected to approve, and send to the president for his signature, a five-year reauthorization of the Pandemic and All-Hazards Preparedness and Advancing Innovation Act of 2018 (H.R. 6378). The House approved the legislation on September 25.

MISSION Zero Approved

TCAA is extremely proud that H.R. 6378 implements the MISSION ZERO Act with $75 million to be spent over five-years for grants that will enable military trauma care
providers and trauma teams to provide trauma care and related acute care at civilian trauma centers.

MISSION ZERO was drawn from recommendations made by a committee of nationally respected trauma policy experts, including the TCAA, and published in a landmark 2016 report by the National Academies of Sciences, Engineering, and Medicine (NASEM). The report challenges the United States to adopt policies that will achieve an overall aim for “zero preventable after injury”. 

In 2016, representatives of TCAA and other members of the trauma community testified before the House Energy and Commerce Subcommittee on Health on the importance of the NASEM report and MISSION ZERO bill. Over the next two years, TCAA led the Trauma Coalition in its efforts to build support for the legislation by meeting with Members of Congress in Washington, DC, sending letters to House and Senate leadership and facilitating conversations between TCAA members and their representatives.

Regional Health Care Emergency Preparedness and Response System

H.R. 6378 also requires the issuance of guidance to develop regional protocols for emergency preparedness and response by health care providers and other public and private entities, a concept developed by the Assistant Secretary for Preparedness and Response (ASPR) with TCAA’s input and strong support.

This section allows ASPR to award grants for activities necessary to implement the regional protocols, including efforts to improve medical surge capacity, integrate regional medical response capabilities, improve specialty care expertise, and coordination across State, local, tribal, territorial, and regional jurisdictions. ASPR may use up to 5 percent of funding provided by the Hospital Preparedness Program to fund these grants. On September 27, 2018, they awarded two $3 million grants to Nebraska Medicine in Omaha, NE, and Massachusetts General Hospital in Boston, MA to serve as pilot locations.

ASPR External Stakeholder Listening Session - Tuesday, October 23, 2018

ASPR and its team of facilitators will present and hear from participants on the four pillars including Strong Leadership, Public Health Security Capabilities, Regional Disaster Health Response System and Medial Countermeasure Enterprise. 

Safe States IVPN Fall Membership Meeting - Tuesday, October 23, 2018

TCAA and other members will have representatives attend the Injury and Violence Prevention Network meeting hosted by the Safe States Alliance. The organization will provide updates, examine priorities and goals, discuss collaborations and hear from members and friends of Safe States.

Your Input Is Valuable - Determine Your Worth: Physician Compensation Study

TCAA is updating its information for Physician Compensation as derived from hospitals. Data compiled will result in a report sorted by region, national, and trauma center designation level. All data is subject to the TCAA Security and Confidentiality Agreement. TCAA members are encouraged to participate so that results are valid.

Your Trauma Center’s data is NOT identifiable!

Reports generated from the information collected are not identified by source. Due to the sensitivity of this data, the summary report will only be available to your hospital’s CEO or other designated staff. You need this data to establish fair market value via third party.

We strongly encourage you to review the questions prior to completing the study. The deadline for this study is December 31, 2018. Please do not hesitate to call the office with questions and we will provide you with a tutorial.


Trauma Center Finance and Operations Resource Manual

TCAA is pleased to announce updates to the Trauma Center Finance and Operations Resource Manual. Updates include the insertion of Chapter 15 titled Advocacy Essentials developed by TCAA Fellow, Terrie Stewart, MS, MSM, RN. TCAA offers the manual as a resource which provides members with advice and counsel on various aspects of Trauma Center services with emphasis on operations and finance.
