Graham-Cassidy-Heller-Johnson Obamacare Repeal Bill Introduced


On Wednesday, September 13th, Senators Bill Cassidy (R-LA), Lindsey Graham (R-SC), Dean Heller (R-NV), and Ron Johnson (R-WI) introduced a new plan to repeal and replace the Affordable Care Act (ACA). 


The plan would repeal the individual and employer mandate, eliminate the increased FMAP for Medicaid expansion, convert Medicaid to a per capita cap model, and repeal many of the ACA’s taxes. 


It also includes a full repeal of federal premium subsidies and a new block grant program that would allow states to implement their own versions of health reform. 


The block grant funds, which would be distributed to states based on current health care spending levels, could be used by states for premium subsidies on the exchange, direct payments to providers, and even coverage of the Medicaid expansion population (with certain limitations). Sen. Bill Cassidy (R-LA) told reporters he has nearly enough votes to secure the bill’s passage.

ASPR TRACIE New Health Care Coalition Resources


ASPR’s Technical Resources, Assistance Center, and Information Exchange (TRACIE) recently added new tools and templates for health care coalitions (HCCs). These new resources will help improve HCC preparedness efforts, decision making processes, and operational planning.


Trauma Centers are encouraged to review the new Hospital Disaster Pharmacy Calculator. This calculator allows hospitals to estimate whether they have adequate supplies of medications for a disaster in stock. The user inputs facility details and based on the medication category and type, the calculator compares the amount of medications available to an estimate of those needed for 48 hours per patient and determines whether the hospital has a surplus or deficit in specific categories.

TCAA is proud to join forces with peers in a Trauma Center Injury Prevention Steering Committee led by Safe States and the National Association of County and City Health Officials (NACCHO) through sponsorship by the Centers for Disease Control and Prevention (CDC). The Steering Committee focused on three key activities:


  • Conducting an environmental scan and survey to describe the current landscape of Level I and Level II Trauma Center IVP programs and enumerate current efforts
  • Convening and conducting a stakeholder roundtable to develop consensus regarding the essential foundational capacities of Trauma Center IVP programs and the ideal alignment and collaboration with state and local public health IVP programs and efforts
  • Developing standards and indicators for model Trauma Center IVP programs for each foundational capacity

TCAA is pleased to announce the formation of the Military-Civilian Committee


The first Military-Civilian Committee meeting will take place on Monday, September 25th. The purpose of the Military-Civilian Committee is to potentiate Mission-Zero and other military-civilian collaboration throughout the trauma community. The Committee will work to achieve the following goals:


  • To educate the trauma community on the magnitude of the preventable death problem
  • Elucidate how military-civilian collaboration reduces preventable deaths and discuss optimization of these collaborations in all areas of potential mutual benefit
  • Discuss how military trauma centers could be created and how they could be successful within their communities.

We are excited about this new initiative and look forward to seeing this Committee in action. Please feel free to contact Kayla Barna with any questions, comments, or suggestions.
