<title>TCAA Action Alert - Trauma Grants Letter:  Please contact your Senator</title>

<description><![CDATA[Dear TCAA Members,&nbsp;<br /><br />As part of our strategy to advocate for Congress to fully fund grants that support trauma care, please contact your U.S. Senators and request that they co-sign two letters pertaining to: (1) the MISSION Zero grant program; and (2) the grant programs authorized by the Improving Trauma Systems and Emergency Care Act (the “Trauma Grants”).&nbsp;<br /><br />The MISSION Zero grant program provides funding to civilian trauma centers to train and incorporate military trauma care providers and teams into their critical care centers, allowing trauma centers to save more lives and manage workforce shortages while the military trauma care providers can maintain their skills and continue to learn emerging best practices during peacetime. This is particularly important, as recent reports have indicated that <a href="https://www.militarytimes.com/pay-benefits/military-benefits/health-care/2025/03/11/military-medical-system-unprepared-for-future-conflict-experts-say/">only 10% of military surgeons currently meet readiness standards.</a><br /><br />The Trauma Grants programs provide vital resources for trauma centers and bolster our nation’s emergency response system. Specifically, these grants are:&nbsp;<br />•<span style="white-space:pre;">	</span>Competitive Grants for Trauma Centers (42 USC 300d-6).<br />o<span style="white-space:pre;">	</span>Supports pilot projects aimed at strengthening coordination and communication and improving access to trauma care during mass casualty incidents.&nbsp;<br />•<span style="white-space:pre;">	</span>Grants to Improve Trauma Care in Rural Areas (42 USC 300d-3).<br />o<span style="white-space:pre;">	</span>Funds demonstration projects to, in part, improve trauma care in rural areas and to increase coordination with state trauma systems.&nbsp;<br />•<span style="white-space:pre;">	</span>Trauma Care Readiness and Coordination (42 USC 300d).<br />o<span style="white-space:pre;">	</span>Supports states or consortia of states to coordinate and improve trauma systems during public health emergencies.&nbsp;<br /><br />We are proud to announce that one of the Trauma Grants, the Competitive Grants for Trauma Centers, was funded for the first time in FY 2026. We hope to build on this success and obtain funding for all three grants at their fully authorized levels.&nbsp;<br /><br />The aforementioned letters are an advocacy tool signed by Senators and addressed to leaders of the Appropriations Committees. Committee leaders are key to determining government spending and policy priorities. Having a robust list of Senate signatories will send an important signal of support for these trauma center programs.&nbsp;<br /><br />The MISSION ZERO letter is currently being circulated in the Senate and is led by Senator Chris Van Hollen (D-MD). <title>Advocacy Alert! Open for Comments: Reimagining and Improving Student Education</title>

<description><![CDATA[A few weeks ago, the U.S. Department of Education issued a proposed rule entitled <span style="text-decoration: underline;"><a href="https://www.federalregister.gov/documents/2026/01/30/2026-01912/reimagining-and-improving-student-education">Reimagining and Improving Student Education</a></span>. This proposed rule seeks to implement the two new tiers of student loan borrowing caps as set forth in H.R. 1 (the One Big Beautiful Bill Act): one for graduate degrees and one for professional degrees. The rule proposes a cap for professional degree programs at $50,000/year or $200,000 lifetime cap. The rule further proposes a cap for graduate degree programs at $20,500/year or $100,000 lifetime cap.&nbsp;<br /><br />In the Department’s proposed rule, it proposes to define graduate nursing degrees as graduate degrees, thereby subjecting students entering those degree programs to lower student loan borrowing limits. TCAA, and numerous other stakeholders, are concerned that this proposal would negatively impact the trauma system workforce by dissuading students from entering the advance practice nurse profession. To that end, we encourage our members to consider submitting comments voicing your opposition to this proposed rule.<br /><br /><strong><em>The Department is accepting comments until March 2, 2026. <title>Advocacy Alert! President Signs Consolidated Appropriations Including Funding for Two Long-Standing </title>

<description><![CDATA[<p><span style="font-size: 11pt;">The Trauma Center Association of America (TCAA) is pleased to share that the President has signed the <b>Consolidated Appropriations Act, 2026</b>. In addition to numerous other policies that support the nation’s trauma centers, the legislation includes funding for two critical grant programs that TCAA has long advocated for: <b>(1) the MISSION Zero program</b> and <b>(2) one of the Trauma Grants</b>, which has been funded for the first time.</span></p> <p><b><span style="font-size: 11pt;">MISSION Zero Program</span></b></p><p><span style="font-size: 11pt;"> The MISSION Zero program has been funded at <b>$4 million for FY 2026</b>. This program awards grants to civilian trauma centers to support the costs associated with enabling military trauma care providers and trauma teams to deliver trauma and related care at civilian facilities. MISSION Zero has played a vital role in helping trauma centers continue saving lives, strengthening trauma training for military health care personnel, and supporting trauma centers in maintaining a highly skilled trauma workforce. </span><span style="font-size: 11pt;">Additionally, MISSION Zero allows military trauma providers to maintain their clinical skills while they are not deployed, ensuring that our nation’s Armed Forces benefit from high-quality and state-of-the-art trauma care while on the battlefield.</span></p> <p><b><span style="font-size: 11pt;">Improving Trauma Systems and Emergency Care Act Trauma Grants</span></b></p><p><span style="font-size: 11pt;"> For the first time, Congress has appropriated funding for one of the grant programs authorized under the <b>Improving Trauma Systems and Emergency Care Act</b>. TCAA has advocated for funding of these grants since their authorization in 2022. For FY 2026, Congress provided <b>$2 million</b> to support a pilot program aimed at designing, implementing, and evaluating new or existing innovative models of regionalized, comprehensive, and accountable emergency medical and trauma systems, as well as improving access to trauma care within those systems.</span></p> <p><span style="font-size: 11pt;">These significant achievements would not have been possible without the continued engagement and advocacy of TCAA’s members and partners. TCAA extends its sincere appreciation to those who have worked tirelessly on behalf of the nation’s trauma centers, caregivers, and patients to help establish and secure funding for these life-saving programs.</span></p>]]></description>
