HOUSE

The House meets at 10:00 a.m. Monday to consider a bill (H.R. 1425) to expand the Affordable Care Act. The Patient Protection and Affordable Care Enhancement Act would expand the ACA’s tax credits, pressure states to expand Medicaid programs with the promise of more federal funds, and cap what any person may pay for coverage premiums at 8.5% of their income. It would also let immigrants living in the U.S. under the Deferred Action for Childhood Arrivals program get access to subsidized insurance plans. The bill is largely meant to indicate to voters where Democrats stand on health-care issues, focusing the attention on supporting the Affordable Care Act, while the country combats the ongoing spread of the coronavirus and as the Obama administration’s signature health law is attacked in the courts by Republican attorneys general.

The House is also expected to vote today on the Emergency House Protections and Relief Act (H.R. 7301), the Protecting Your Credit Score Act (H.R. 5332), and a bill that would disapprove of the Office of the Comptroller of the Currency rule regarding the Community Reinvestment Act (H.J. Res. 90). Votes, which take longer due to social distancing on the House floor, are scheduled between 2:30 and 7:30 p.m.

Later in the week, the chamber will consider the Moving Forward Act (H.R. 2), the House’s $1.5 trillion infrastructure package. The bill includes $30 billion to upgrade hospitals to increase capacity and strengthen care, help community health centers respond to COVID-19 and future public health emergencies, improve clinical laboratory infrastructure, support the Indian Health Service’s infrastructure, and increase capacity for community-based care.

SENATE

The Senate will convene at 3:00 p.m. Monday to resume consideration of the FY 2021 National Defense Authorization Act (S. 4049). Senate Leadership hopes to pass the measure before the July 4th holiday.
