HOUSE

The House meets at 2:00 p.m. after a week-long recess. Lawmakers will consider five bills under suspension of the rules, three of which – H.R. 920, H.R. 854, and H.R. 1477 – are Venezuela-related. Votes are expected at 6:30 p.m.

 

The chamber will also vote on a bill (H.R. 1839, Medicaid Programs and Drug Rebates) that would penalize drugmakers that misclassify products to avoid paying higher Medicaid rebates. The bill would also provide state Medicaid plans the option, beginning in FY 2023, to use “health homes” for individuals younger than 21 with complex medical conditions. The Medicaid federal match rate would be increased by 15 percentage points, to as much as 90 percent, for those services for the first two quarters they’re provided.
 
H.R. 1839 includes a number of other Medicaid provisions as well, such as: Providing additional funding for a Medicaid demonstration program that funds home and community-based services; and extending a provision that disregards a spouse’s income when determining eligibility for home and community-based services.
 
On Tuesday, the House will consider the veto message on H.J. Res. 46, the joint resolution passed by both chambers of Congress that would overturn President Trump’s order declaring a national emergency to secure funding for the U.S.-Mexico border wall. Though the measure received some bipartisan support in both chambers, neither the House or the GOP-controlled Senate are expected to be able to meet the high veto override threshold – a two-thirds vote in each chamber.
 
Later in the week, the House will consider a bill (H.R. 7, The Paycheck Fairness Act) that would provide “more effective” remedies to victims of workplace discrimination in the payment of wages on the basis of sex. Under the measure, employers would face tougher standards and larger penalties for claims of pay discrimination, and employers would be prohibited from retaliating against employees for discussing wages. Should the measure pass, it is unlikely to gain traction in the GOP-controlled Senate.

 

SENATE

The Senate returns from recess today at 3:00 p.m. to resume consideration of the nomination of Bridget Bade to be U.S. Circuit Judge for the 9th Circuit, with a vote on the motion to invoke cloture on the nomination at 5:30 p.m.
 
In addition to the Bade nomination, Majority Leader Mitch McConnell (R-KY) has filed cloture on S.J. Res. 8, a bill that recognizes the duty of the federal government to create a “Green New Deal.” The proposal, written by Rep. Alexandria Ocasio-Cortez (D-NY) and Sen. Edward Markey (D-MA), is being brought to the floor to get Democrats on the record regarding the controversial measure ahead of the 2020 election. It is not expected to garner any Republican support, and is broadly considered to be a “show vote.”
