Lawmakers return to D.C. this week after a two-week recess. With the FY 2018 funding bill finally in the rear-view mirror, both chambers now turn their attention to a slate of smaller bills and nominations. In the coming weeks, FY 2019 budget talks will begin in earnest with a series of hearings on agency budget proposals in preparation for the fiscal year coming to a close at the end of September.

 

HOUSE

The House convenes today at 11:00 a.m. for a pro forma session. On Tuesday, the House will consider a number of measures under suspension of rules. The bills range from transportation safety and data security (HR 4921 and HR 4925) to online stalking (HR 4203). Another bill (HR 2219) would increase the role of the financial industry in combatting human trafficking.

The chamber is expected to take up a balanced-budget constitutional amendment (H. J. Res. 2). It would bar Congress from spending more than the government takes in each year, unless three-fifths of each chamber votes to allow excess outlays. Two-thirds of each chamber is needed to approve the measure, and three-fourths of the states would need to ratify it.

SENATE

The Senate reconvenes at 3 p.m. today to resume consideration of the motion to proceed to the bill (HR 1865) related to online sex trafficking. At 5:30 p.m., the Senate will vote on confirmation of the nomination of Kevin K. McAleenan to be commissioner of U.S. Customs and Border Protection. Following the vote on confirmation, the Senate will vote on a motion to invoke cloture on the motion to proceed to HR 1865.
