Continuing Resolution Paves Way for

Congress to Leave for the Year


Yesterday, the House and Senate passed an additional Continuing Resolution (CR) to keep the federal government running through January 19, 2017. The move avoids a government shutdown for the time being, and pushes final decisions on all of the FY18 spending bills into 2018.


Beyond funding federal programs at current levels for the next month, the CR package contained some additional provisions including:

  • A short term extension of the Children's Health Insurance Program through March 31, 2018;
  • $4.7 billion for emergency defense spending, including ship repair and missile defense;
  • A temporary extension of the National Flood Insurance program through March 31, 2018;
  • A delay of sequestration (automatic cuts) in both defense and non-defense funding for the duration of the CR;
  • An additional $2.1 billion for the Veterans Choice Act funding to cover the upcoming shortfalls in the program.

With passage of the CR, the House and Senate left Washington for the remainder of the year. The House and Senate are scheduled to reconvene on Wednesday, January 3.
