Congress is entering its second week back from the August recess, and the productivity bar has already been set quite high. With hurricane aid, a continuing resolution, and a debt limit suspension already addressed, Congress will now turn its attention to defense spending, security bills, and efforts to stabilize the health insurance marketplace.

 

HOUSE

The House is expected to return Tuesday, though the floor schedule has already changed – and votes delayed from Monday – because of member absences due to Hurricane Irma. The chamber will focus much of its attention this week on security-related bills, and will continue debate on the FY 2018 omnibus spending bill. Lawmakers have amendments to the Commerce-Justice-Science, Labor-HHS-Education and Financial Services portions of the package left to take up.

 

SENATE

The Senate is expected to begin debate this week on the NDAA, the annual defense spending bill. Hundreds of amendments have already been filed and some high-profile issues – including transgender service members and policies surrounding North Korea – could slow the process down further.
